CONTINUATION OF THE NATIONAL EMERGENCY WITH RESPECT TO CUBA AND OF THE EMERGENCY AUTHORITY RELATING TO THE REGULATION OF THE ANCHORAGE AND MOVEMENT OF VESSELS

On March 1, 1996, by Proclamation 6867, a national emergency was declared to address the disturbance or threatened disturbance of international relations caused by the February 24, 1996, destruction by the Cuban government of two unarmed U.S.-registered civilian aircraft in international airspace north of Cuba.

The hurricanes, the typhoons, the heat waves … the droughts, the heavy rains, the floods … ever more powerful, ever new records being set. Something must be done of course. Except if you don’t believe at all that it’s man-made. But if there’s even a small chance that the greenhouse effect is driving the changes, is it not plain that, at a minimum, we have to err on the side of caution? There’s too much at stake. Like civilization as we know it. Carbon dioxide emissions into the atmosphere must be greatly curtailed.

Putting Syria into some perspective

The Holy Triumvirate — The United States, NATO, and the European Union — or an approved segment thereof, can usually get what they want. They wanted Saddam Hussein out, and soon he was swinging from a rope. They wanted the Taliban ousted from power, and, using overwhelming force, that was achieved rather quickly. They wanted Moammar Gaddafi’s rule to come to an end, and before very long he suffered a horrible death. Jean-Bertrand Aristide was democratically elected, but this black man who didn’t know his place was sent into distant exile by the United States and France in 2004. Iraq and Libya were the two most modern, educated and secular states in the Middle East; now all four of these countries could qualify as failed states.

This Reflection could be written today, tomorrow or any other day without the risk of being mistaken.  Our species faces new problems.  When 20 years ago I stated at the United Nations Conference on the Environment and Development in Rio de Janeiro that a species was in danger of extinction, I had fewer reasons than today for warning about a danger that I was seeing perhaps 100 years away.  At that time, a handful of leaders of the most powerful countries were in charge of the world.

Clinton and her partners-in-crime in NATO can also have a good laugh at how they deceived the world. The destruction of Libya, the reduction of a modern welfare state to piles of rubble, to ghost towns, the murder of thousands …

On my first day in Cuba, in 1967, I waited in a bus queue that was really a conga line. Ahead of me were two large, funny females resplendent in frills of blinding yellow; one of them had an especially long bongo under her arm. When the bus arrived, painted in Cuba’s colors for its inaugural service, they announced that the gringo had not long arrived from London and was, therefore, personally responsible for this breach in the American blockade. It was an honor I could not refuse.

The words they find it very difficult to say — “civil war”.

Libya is engaged in a civil war. The United States and the European Union and NATO — The Holy Triumvirate — are intervening, bloodily, in a civil war. To overthrow Moammar Gaddafi. First The Holy Triumvirate spoke only of imposing a no-fly zone. After getting support from international bodies on that understanding they immediately began to wage war against Libyan military forces, and whoever was nearby, on a daily basis. In the world of commerce this is called “bait and switch”.

Now that “contractor” Allan Gross has been found guilty of spying and sentenced to prison in Cuba, it’s time to suck up our pride and exchange some prisoners. The “Cuban Five” are also convicted spies, but for those who don’t know The Cuban Five are five Cuban men who are in U.S. prison, serving four life sentences and 75 years collectively, after being convicted in U.S. federal court in Miami in 2001. But the Five pointed out vigorously in their defense that they were involved in monitoring the actions of Miami-based terrorist groups, in order to prevent terrorist attacks on their country of Cuba.

Recently I heard President Obama say that Gadhafi of Libya “Is on the wrong side of history”. The truth is that Obama is on the wrong side of history. Gunboat diplomacy is a thing of the past. The world has become much more complicated than it once was. A slight miscalculation, a slight error in foreign policy could bring blowback that nobody could foresee and nobody will know how to deal with. This is the case in Libya today.  I’ll get to that later, but for now I’d like to talk about two other nations that the U.S. has set up as having “evil” regimes that prey on their own people.
