However ambitious President Barack Obama’s domestic plans, one unacknowledged issue has the potential to destroy any reform efforts he might launch. Think of it as the 800-pound gorilla in the American living room: our longstanding reliance on imperialism and militarism in our relations with other countries and the vast, potentially ruinous global empire of bases that goes with it. The failure to begin to deal with our bloated military establishment and the profligate use of it in missions for which it is hopelessly inappropriate will, sooner rather than later, condemn the United States to a devastating trio of consequences: imperial overstretch, perpetual war, and insolvency, leading to a likely collapse similar to that of the former Soviet Union.

According to the 2008 official Pentagon inventory of our military bases around the world, our empire consists of 865 facilities in more than 40 countries and overseas U.S. territories. We deploy over 190,000 troops in 46 countries and territories. In just one such country, Japan, at the end of March 2008, we still had 99,295 people connected to U.S. military forces living and working there — 49,364 members of our armed services, 45,753 dependent family members, and 4,178 civilian employees. Some 13,975 of these were crowded into the small island of Okinawa, the largest concentration of foreign troops anywhere in Japan.

In her foreword to “The Bases of Empire: The Global Struggle Against U.S. Military Posts,” an important collection of articles on United States militarism and imperialism, edited by Catherine Lutz, the prominent feminist writer Cynthia Enloe notes one of our most abject failures as a government and a democracy: “There is virtually no news coverage—no journalists’ or editors’ curiosity—about the pressures or lures at work when the U.S. government seeks to persuade officials of Romania, Aruba or Ecuador that providing U.S. military-basing access would be good for their countries.” The American public, if not the residents of the territories in question, is almost totally innocent of the huge costs involved, the crimes committed by our soldiers against women and children in the occupied territories, the environmental pollution, and the deep and abiding suspicions generated among people forced to live close to thousands of heavily armed, culturally myopic and dangerously indoctrinated American soldiers. This book is an antidote to such parochialism.

Catherine Lutz is an anthropologist at Brown University and the author of an ethnography of an American city that is indubitably part of the American military complex: Fayetteville, N.C., adjacent to Fort Bragg, home of the John F. Kennedy Special Warfare School (see “Homefront, A Military City and the American Twentieth Century,” Beacon Press, 2002). On the opening page of her introduction to the current volume, Lutz makes a real contribution to the study of the American empire of bases. She writes, “Officially, over 190,000 troops and 115,000 civilian employees are massed in 909 military facilities in 46 countries and territories.” She cites as her source the Department of Defense’s Base Structure Report for fiscal year 2007. This is the Defense Department’s annual inventory of real estate that it owns or leases in the United States and in foreign countries. Oddly, however, the total of 909 foreign bases does not appear in the 2007 BSR. Instead, it gives the numbers of 823 bases located in other people’s countries and 86 sites located in U.S. territories. So Lutz has combined the foreign and territorial bases—which include American Samoa, the District of Columbia, Guam, Johnston Atoll, the Northern Marianas Islands, Puerto Rico, the Virgin Islands, and Wake Island. Guam is host to at least 30 military sites and Puerto Rico to 41 bases.

Like much of the rest of the world, Americans know that the U.S. automotive industry is in the grips of what may be a fatal decline. Unless it receives emergency financing and undergoes significant reform, it is undoubtedly headed for the graveyard in which many American industries are already buried, including those that made televisions and other consumer electronics, many types of scientific and medical equipment, machine tools, textiles, and much earth-moving equipment — and that’s to name only the most obvious candidates. They all lost their competitiveness to newly emerging economies that were able to outpace them in innovative design, price, quality, service, and fuel economy, among other things.

A similar, if far less well known, crisis exists when it comes to the military-industrial complex. That crisis has its roots in the corrupt and deceitful practices that have long characterized the high command of the Armed Forces, civilian executives of the armaments industries, and Congressional opportunists and criminals looking for pork-barrel projects, defense installations for their districts, or even bribes for votes.

Will Economic Meltdown, Race, or Regional Loyalty Be the Trump Card in Election 2008?

In his acceptance speech at the Democratic National Convention, Barack Obama called the forthcoming presidential election a “defining moment” in this country’s history. It is conceivable that he is right. There are precedents in American history for an election inaugurating a period of reform and political realignment.

Such a development, however, is extremely rare and surrounded by contingencies normally beyond the control of the advocates of reform. So let me speculate about whether the 2008 election might set in motion a political reconfiguration — and even a political renaissance — in the United States, restoring a modicum of democracy to the country’s political system, while ending our march toward imperialism, perpetual warfare, and bankruptcy that began with the Cold War.

The political blunders, serious mistakes, and governmental failures of the last eight years so discredited the administration of George W. Bush — his average approval rating has fallen to 27% and some polls now show him dipping into the low twenties — that his name was barely mentioned in the major speeches at the Republican convention. Even John McCain has chosen to run under the banner of “maverick” as a candidate of “change,” despite the fact that his own party’s misgoverning has elicited those demands for change.

Bringing the opposition party to power, however, is not in itself likely to restore the American republic to good working order. It is almost inconceivable that any president could stand up to the overwhelming pressures of the military-industrial complex, as well as the extra-constitutional powers of the 16 intelligence agencies that make up the U.S. Intelligence Community, and the entrenched interests they represent. The subversive influence of the imperial presidency (and vice presidency), the vast expansion of official secrecy and of the police and spying powers of the state, the institution of a second Defense Department in the form of the Department of Homeland Security, and the irrational commitments of American imperialism (761 active military bases in 151 foreign countries as of 2008) will not easily be rolled back by the normal workings of the political system.

For even a possibility of that occurring, the vote in November would have to result in a “realigning election,” of which there have been only two during the past century — the election of Franklin Roosevelt in 1932 and of Richard Nixon in 1968. Until 1932, the Republicans had controlled the presidency for 56 of the previous 72 years, beginning with Abraham Lincoln’s election in 1860. After 1932, the Democrats occupied the White House for 28 of the next 36 years.

The 1968 election saw the withdrawal of the candidacy of President Lyndon Johnson under the pressure of the Vietnam War, the defeat of his vice president, Hubert Humphrey, not to mention the assassinations of Robert Kennedy and Martin Luther King. That election, based on Nixon’s so-called southern strategy, led to a new political alignment nationally, favoring the Republicans. The essence of that realignment lay in the running of Republican racists for office in the old Confederate states where the Democrats had long been the party of choice. Before 1968, the Democrats had also been the majority party nationally, winning seven of the previous nine presidential elections. The Republicans won seven of the next ten between 1968 and 2004.

Of these two realigning elections, the Roosevelt election is certainly the more important for our moment, ushering in as it did one of the few truly democratic periods in American political history. In his new book, Democracy Incorporated, Princeton political theorist Sheldon Wolin suggests the following: “Democracy is about the conditions that make it possible for ordinary people to better their lives by becoming political beings and by making power responsive to their hopes and needs.”

However, the founders of this country and virtually all subsequent political leaders have been hostile to democracy in this sense. They favored checks and balances, republicanism, and rule by elites rather than rule by the common man or woman. Wolin writes, “The American political system was not born a democracy, but born with a bias against democracy. It was constructed by those who were either skeptical about democracy or hostile to it. Democratic advance proved to be slow, uphill, forever incomplete.

“The republic existed for three-quarters of a century before formal slavery was ended; another hundred years before black Americans were assured of their voting rights. Only in the twentieth century were women guaranteed the vote and trade unions the right to bargain collectively. In none of these instances has victory been complete: women still lack full equality, racism persists, and the destruction of the remnants of trade unions remains a goal of corporate strategies. Far from being innate, democracy in America has gone against the grain, against the very forms by which the political and economic power of the country has been and continues to be ordered.”

Franklin Roosevelt’s New Deal introduced a brief period of approximate democracy. This ended with the U.S. entry into World War II, when the New Deal was replaced by a wartime economy based on munitions manufacture and the support of weapons producers. This development had a powerful effect on the American political psyche, since only war production ultimately overcame the conditions of the Great Depression and restored full employment. Ever since that time, the United States has experimented with maintaining a military economy and a civilian economy simultaneously. Over time, this has had the effect of misallocating vital resources away from investment and consumption, while sapping the country’s international competitiveness.

Socioeconomic conditions in 2008 bear a certain resemblance to those of 1932, making a realigning election conceivable. Unemployment in 1932 was a record 33%. In the fall of 2008, the rate is a much lower 6.1%, but other severe economic pressures abound. These include massive mortgage foreclosures, bank and investment house failures, rapid inflation in the prices of food and fuel, the failure of the health care system to deliver service to all citizens, a growing global-warming environmental catastrophe due to the over-consumption of fossil fuels, continuing costly military interventions in Iraq and Afghanistan, with more on the horizon due to foreign policy failures (in Georgia, Ukraine, Palestine, Lebanon, Iran, Pakistan, and elsewhere), and record-setting budgetary and trade deficits.

The question is: Can the electorate be mobilized, as in 1932, and will this indeed lead to a realigning election? The answer to neither question is an unambiguous yes.

The Race Factor

Even to contemplate that happening, of course, the Democratic Party first has to win the election — and in smashing style — and it faces two formidable obstacles to doing so: race and regionalism.

Although large numbers of white Democrats and independents have told pollsters that the race of a candidate is not a factor in how they will decide their vote, there is ample evidence that they are not telling the truth — either to pollsters or, in many cases perhaps no less importantly, to themselves. Andrew Hacker, a political scientist at Queen’s College, New York, has written strikingly on this subject, starting with the phenomenon known as the “Bradley Effect.”

The term refers to Tom Bradley, a former black mayor of Los Angeles, who lost his 1982 bid to become governor of California, even though every poll in the state showed him leading his white opponent by substantial margins. Similar results appeared in 1989, when David Dinkins ran for mayor of New York City and Douglas Wilder sought election as governor of Virginia. Dinkins was ahead by 18 percentage points, but won by only two, and Wilder was leading by nine points, but squeaked through by only half a percent. Numerous other examples lead Hacker to offer this advice to Obama campaign offices: always subtract 7% from favorable poll results. That’s the potential Bradley effect.

Meanwhile, the Karl Rove-trained Republican Party has been hard at work disenfranchising black voters. Although we are finally beyond property qualifications, written tests, and the poll tax, there are many new gimmicks. These include laws requiring voters to present official identity cards that include a photo, which, for all practical purposes, means either a driver’s license or a passport. Many states drop men and women from the voting rolls who have been convicted of a felony but have fully completed their sentences, or require elaborate procedures for those who have been in prison — where, Hacker points out, black men and women outnumber whites by nearly six to one — to be reinstated. There are many other ways of disqualifying black voters, not the least of which is imprisonment itself. After all, the United States imprisons a greater proportion of its population than any other country on Earth, a burden that falls disproportionately on African Americans. Such obstacles can be overcome but they require heroic organizational efforts.

The Regional Factor

Regionalism is the other obvious obstacle standing in the way of attempts to mobilize the electorate on a national basis for a turning-point election. In their book, Divided America: The Ferocious Power Struggle in American Politics, the political scientists Earl and Merle Black argue that the U.S. electorate is hopelessly split. This division, which has become more entrenched with each passing year, is fundamentally ideological, but it is also rooted in ethnicity and manifests itself in an intense and never-ending partisanship. “In modern American politics,” they write, “a Republican Party dominated by white Protestants faces a Democratic Party in which minorities plus non-Christian whites far outnumber white Protestants.”

Another difference on the rise involves gender imbalance. In the 1950s, the Democratic Party, then by far the larger of the two parties, was evenly balanced between women and men. Fifty years later, a smaller but still potent Democratic Party contained far more women than men (60% to 40%). “In contrast, the Republican Party has shifted from an institution with more women than men in the 1950s (55% to 45%) to one in which men and women were as evenly balanced in 2004 as Democrats were in the 1950s.”

Now, add in regionalism, specifically the old American antagonism between the two sides in the Civil War. That once meant southern Democrats versus northern Republicans. By the twenty-first century, however, that binary division had given way to something more complex — “a new American regionalism, a pattern of conflict in which Democrats and Republicans each possess two regional strongholds and in which the Midwest, as the swing region, holds the balance of power in presidential elections.”

The five regions Earl and Merle Black identify — each becoming more partisan and less characteristic of the nation as a whole — are the Northeast, South, Midwest, Mountains/Plains, and Pacific Coast. The Northeast, although declining slightly in population, has become unambiguously liberal Democratic. It is composed of New England (Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, and Vermont), the Middle Atlantic states (Delaware, Maryland, New Jersey, New York, and Pennsylvania), and the District of Columbia. It is the primary Democratic stronghold.

The South is today a Republican stronghold made up of the eleven former Confederate states (Alabama, Arkansas, Florida, Georgia, Louisiana, Mississippi, North Carolina, South Carolina, Tennessee, Texas, and Virginia). A second Republican stronghold, displaying an intense and growing partisanship, is the Mountains/Plains region, composed of the 13 states of Arizona, Colorado, Idaho, Kansas, Montana, Nebraska, Nevada, New Mexico, North Dakota, Oklahoma, South Dakota, Utah, and Wyoming.

A second Democratic stronghold is the Pacific Coast, which includes the nation’s most populous state, California, joined by Alaska, Hawaii, Oregon, and Washington. The Midwest, where national elections are won or lost by the party able to hold onto, and mobilize, its strongholds, is composed of Illinois, Indiana, Iowa, Kentucky, Michigan, Minnesota, Missouri, Ohio, West Virginia, and Wisconsin. The two most important swing states in the nation are Florida (27 electoral votes) and Ohio (20 electoral votes), which the Democrats narrowly lost, generally under contested circumstances, in both 2000 and 2004.

These five regions are today entrenched in the nation’s psyche. Normally, they ensure very narrow victories by one party or another in national elections. There is no way to get around them, barring a clear and unmistakable performance failure by one of the parties — as happened to the Republicans during the Great Depression and may be happening again.

Why This Might Still Be a Turning-Point Election

Beyond these negatives, in 2008 there have been a number of developments that speak to the possibility of a turning-point election. First, the weakness (and age) of the Republican candidate may perhaps indicate that the Party itself is truly at the end of a forty-year cycle of power. Second, of course, is the meltdown, even possibly implosion, of the U.S. economy on the Republican watch (specifically, on that of George W. Bush, the least popular President in memory, as measured by recent opinion polls). This has put states in the Midwest and elsewhere that Bush took in 2000 and 2004 into play.

Third, there has been a noticeable trend in shifting party affiliations in which the Democrats are gaining membership as the Republicans are losing it, especially in key battleground states like Pennsylvania where, in 2008 alone, 474,000 new names have gone on the Democratic rolls, according to the Washington Post, even as the Republicans have lost 38,000. Overall, since 2006, the Democrats have gained at least two million new members, while the Republicans have lost 344,000. According to the Gallup organization, self-identified Democrats outnumbered self-identified Republicans by a 37% to 28% margin this June, a gap which may only be widening.

Fourth, there is the possibility of a flood of new, especially young, first-time voters, who either screen calls or live on cell phones, not landlines, and so are being under-measured by pollsters, as black voters may also be in this election. (However, when it comes to the young vote, which has been ballyhooed in a number of recent elections without turning out to be significant on Election Day, we must be cautious.) And fifth, an influx of new Democratic voters in states like Virginia, Colorado, and New Mexico threatens, in this election at least, to dent somewhat the normal regional loyalty patterns described by Earl and Merle Black.

Above all, two main issues will determine whether or not the November election will be a realigning one. Republican Party failures in managing the economy, in involving the country in catastrophic wars of choice, and in ignoring such paramount issues as global warming all dictate a Democratic victory. Militating against that outcome is racist hostility, conscious or otherwise, toward the Democratic Party’s candidate as well as deep-seated regional loyalties. While the crisis caused by the performance failures of the incumbent party seems to guarantee a realigning election favoring the Democrats, it is simply impossible to determine the degree to which race and regionalism may sway voters. The fate of the nation hangs in the balance.

Let’s start with the money the Bush administration has already thrown at the war in Iraq. According to the June congressional testimony of William Beach, director of the Center for Data Analysis, the war has cost $646 billion so far. The new defense budget for 2009 tacks on another $68.6 billion for Iraq and Afghanistan in the coming year. However, military expert Bill Hartung of the New America Foundation puts a conservative estimate of the costs of a single week of the Iraq War at approximately $3.5 billion (or about $180 billion a year).

In other words, the war in Iraq will cost far more in the next year than the Iraq portion of that $68.6 billion Congress is about to pony up in the defense budget, and so will be funded, as has long been true, through supplemental war bills submitted by the Bush administration (and then whatever administration follows). In other words, sometime in 2009 the direct costs of the war the Bush administration once predicted would cost perhaps $50-60 billion in total will stand at more than $800 billion, or $100 billion above the cost (if all goes well, which it won’t) of the bailout of the financial system now being proposed in Washington.

There has been much moaning, air-sucking, and outrage about the $700 billion that the U.S. government is thinking of throwing away on rich New York bankers who have been ripping us off for the past few years and then letting greed drive their businesses into a variety of ditches. In fact, we dole out similar amounts of money every year in the form of payoffs to the armed services, the military-industrial complex, and powerful senators and representatives allied with the Pentagon.

On Wednesday, September 24th, right in the middle of the fight over billions of taxpayer dollars slated to bail out Wall Street, the House of Representatives passed a $612 billion defense authorization bill for 2009 without a murmur of public protest or any meaningful press comment at all. (The New York Times gave the matter only three short paragraphs buried in a story about another appropriations measure.)

In the months before he ordered the invasion of Iraq, George Bush and his senior officials spoke of preserving Iraq’s “patrimony” for the Iraqi people. At a time when talking about Iraqi oil was taboo, what he meant by patrimony was exactly that — Iraqi oil. In their “joint statement on Iraq’s future” of April 8, 2003, George Bush and Tony Blair declared, “We reaffirm our commitment to protect Iraq’s natural resources, as the patrimony of the people of Iraq, which should be used only for their benefit.”[1] In this they were true to their word. Among the few places American soldiers actually did guard during and in the wake of their invasion were oil fields and the Oil Ministry in Baghdad. But the real Iraqi patrimony, that invaluable human inheritance of thousands of years, was another matter. At a time when American pundits were warning of a future “clash of civilizations,” our occupation forces were letting perhaps the greatest of all human patrimonies be looted and smashed.

There have been many dispiriting sights on TV since George Bush launched his ill-starred war on Iraq — the pictures from Abu Ghraib, Fallujah laid waste, American soldiers kicking down the doors of private homes and pointing assault rifles at women and children. But few have reverberated historically like the looting of Baghdad’s museum — or been forgotten more quickly in this country.

The Pentagon’s foreign overtures are running into a world of public opposition.

Imperialism, meaning militarily stronger nations dominating and exploiting weaker ones, has been a prominent feature of the international system for several centuries, but it may be coming to an end. Overwhelming majorities in numerous countries now condemn it—with the possible exception of some observers who believe it promotes “stability” and some United States politicians who still vigorously debate the pros and cons of America’s continuing military hegemony over much of the globe.

Imperialism’s current decline began in 1991 with the disintegration of the former Soviet Union and the collapse of its empire. The United States now seems to be the last of a dying species—the sole remaining multinational empire. (There are only a few vestiges of the old Dutch, English, and French empires, mostly in the form of island colonies and other enclaves in and around the Caribbean.) As the wars in Iraq and Afghanistan have made clear, the United States is increasingly stressed by the demands of maintaining its empire through its own military resources. Change is in the air.

According to the Pentagon’s 2008 “Base Structure Report,” its annual unclassified inventory of the real estate it owns or leases around the world, the United States maintains 761 active military “sites” in foreign countries. (That’s the Defense Department’s preferred term, rather than “bases,” although bases are what they are.) Counting domestic military bases and those on US territories, the total is 5,429.

Most Americans have a rough idea what the term “military-industrial complex” means when they come across it in a newspaper or hear a politician mention it. President Dwight D. Eisenhower introduced the idea to the public in his farewell address of January 17, 1961. “Our military organization today bears little relation to that known by any of my predecessors in peacetime,” he said, “or indeed by the fighting men of World War II and Korea… We have been compelled to create a permanent armaments industry of vast proportions… We must not fail to comprehend its grave implications… We must guard against the acquisition of unwarranted influence, whether sought or unsought, by the military-industrial complex.”

Although Eisenhower’s reference to the military-industrial complex is, by now, well-known, his warning against its “unwarranted influence” has, I believe, largely been ignored. Since 1961, there has been too little serious study of, or discussion of, the origins of the military-industrial complex, how it has changed over time, how governmental secrecy has hidden it from oversight by members of Congress or attentive citizens, and how it degrades our Constitutional structure of checks and balances.

Review of Democracy Incorporated by Sheldon S. Wolin

It is not news that the United States is in great trouble. The pre-emptive war it launched against Iraq more than five years ago was and is a mistake of monumental proportions — one that most Americans still fail to acknowledge. Instead they are arguing about whether we should push on to “victory” when even our own generals tell us that a military victory is today inconceivable. Our economy has been hollowed out by excessive military spending over many decades while our competitors have devoted themselves to investments in lucrative new industries that serve civilian needs. Our political system of checks and balances has been virtually destroyed by rampant cronyism and corruption in Washington, D.C., and by a two-term president who goes around crowing “I am the decider,” a concept fundamentally hostile to our constitutional system. We have allowed our elections, the one nonnegotiable institution in a democracy, to be debased and hijacked — as was the 2000 presidential election in Florida — with scarcely any protest from the public or the self-proclaimed press guardians of the “Fourth Estate.” We now engage in torture of defenseless prisoners although it defames and demoralizes our armed forces and intelligence agencies.

The problem is that there are too many things going wrong at the same time for anyone to have a broad understanding of the disaster that has overcome us and what, if anything, can be done to return our country to constitutional government and at least a degree of democracy. By now, there are hundreds of books on particular aspects of our situation — the wars in Iraq and Afghanistan, the bloated and unsupervised “defense” budgets, the imperial presidency and its contempt for our civil liberties, the widespread privatization of traditional governmental functions, and a political system in which no leader dares even to utter the words imperialism and militarism in public.

There are, however, a few attempts at more complex analyses of how we arrived at this sorry state. They include Naomi Klein, The Shock Doctrine: The Rise of Disaster Capitalism, on how “private” economic power now is almost coequal with legitimate political power; John W. Dean, Broken Government: How Republican Rule Destroyed the Legislative, Executive, and Judicial Branches, on the perversion of our main defenses against dictatorship and tyranny; Arianna Huffington, Right Is Wrong: How the Lunatic Fringe Hijacked America, Shredded the Constitution, and Made Us All Less Safe, on the manipulation of fear in our political life and the primary role played by the media; and Naomi Wolf, The End of America: Letter of Warning to a Young Patriot, on Ten Steps to Fascism and where we currently stand on this staircase. My own book, Nemesis: The Last Days of the American Republic, on militarism as an inescapable accompaniment of imperialism, also belongs to this genre.

We now have a new, comprehensive diagnosis of our failings as a democratic polity by one of our most seasoned and respected political philosophers. For well over two generations, Sheldon Wolin taught the history of political philosophy from Plato to the present to Berkeley and Princeton graduate students (including me; I took his seminars at Berkeley in the late 1950s, thus influencing my approach to political science ever since). He is the author of the prize-winning classic Politics and Vision (1960; expanded edition, 2006) and Tocqueville Between Two Worlds (2001), among many other works.

His new book, Democracy Incorporated: Managed Democracy and the Specter of Inverted Totalitarianism, is a devastating critique of the contemporary government of the United States — including what has happened to it in recent years and what must be done if it is not to disappear into history along with its classic totalitarian predecessors: Fascist Italy, Nazi Germany and Bolshevik Russia. The hour is very late and the possibility that the American people might pay attention to what is wrong and take the difficult steps to avoid a national Gtterdmmerung are remote, but Wolin’s is the best analysis of why the presidential election of 2008 probably will not do anything to mitigate our fate. This book demonstrates why political science, properly practiced, is the master social science.

Wolin’s work is fully accessible. Understanding his argument does not depend on possessing any specialized knowledge, but it would still be wise to read him in short bursts and think about what he is saying before moving on. His analysis of the contemporary American crisis relies on a historical perspective going back to the original constitutional agreement of 1789 and includes particular attention to the advanced levels of social democracy attained during the New Deal and the contemporary mythology that the U.S., beginning during World War II, wields unprecedented world power.

Given this historical backdrop, Wolin introduces three new concepts to help analyze what we have lost as a nation. His master idea is “inverted totalitarianism,” which is reinforced by two subordinate notions that accompany and promote it — “managed democracy” and “Superpower,” the latter always capitalized and used without a direct article. Until the reader gets used to this particular literary tic, the term Superpower can be confusing. The author uses it as if it were an independent agent, comparable to Superman or Spiderman, and one that is inherently incompatible with constitutional government and democracy.

Wolin writes, “Our thesis is this: it is possible for a form of totalitarianism, different from the classical one, to evolve from a putatively ‘strong democracy’ instead of a ‘failed’ one.” His understanding of democracy is classical but also populist, anti-elitist and only slightly represented in the Constitution of the United States. “Democracy,” he writes, “is about the conditions that make it possible for ordinary people to better their lives by becoming political beings and by making power responsive to their hopes and needs.” It depends on the existence of a demos — “a politically engaged and empowered citizenry, one that voted, deliberated, and occupied all branches of public office.” Wolin argues that to the extent the United States on occasion came close to genuine democracy, it was because its citizens struggled against and momentarily defeated the elitism that was written into the Constitution.

“No working man or ordinary farmer or shopkeeper,” Wolin points out, “helped to write the Constitution.” He argues, “The American political system was not born a democracy, but born with a bias against democracy. It was constructed by those who were either skeptical about democracy or hostile to it. Democratic advance proved to be slow, uphill, forever incomplete. The republic existed for three-quarters of a century before formal slavery was ended; another hundred years before black Americans were assured of their voting rights. Only in the twentieth century were women guaranteed the vote and trade unions the right to bargain collectively. In none of these instances has victory been complete: women still lack full equality, racism persists, and the destruction of the remnants of trade unions remains a goal of corporate strategies. Far from being innate, democracy in America has gone against the grain, against the very forms by which the political and economic power of the country has been and continues to be ordered.” Wolin can easily control his enthusiasm for James Madison, the primary author of the Constitution, and he sees the New Deal as perhaps the only period of American history in which rule by a true demos prevailed.

To reduce a complex argument to its bare bones, since the Depression, the twin forces of managed democracy and Superpower have opened the way for something new under the sun: “inverted totalitarianism,” a form every bit as totalistic as the classical version but one based on internalized co-optation, the appearance of freedom, political disengagement rather than mass mobilization, and relying more on “private media” than on public agencies to disseminate propaganda that reinforces the official version of events. It is inverted because it does not require the use of coercion, police power and a messianic ideology as in the Nazi, Fascist and Stalinist versions (although note that the United States has the highest percentage of its citizens in prison — 751 per 100,000 people — of any nation on Earth). According to Wolin, inverted totalitarianism has “emerged imperceptibly, unpremeditatedly, and in seeming unbroken continuity with the nation’s political traditions.”

The genius of our inverted totalitarian system “lies in wielding total power without appearing to, without establishing concentration camps, or enforcing ideological uniformity, or forcibly suppressing dissident elements so long as they remain ineffectual. A demotion in the status and stature of the ‘sovereign people’ to patient subjects is symptomatic of systemic change, from democracy as a method of ‘popularizing’ power to democracy as a brand name for a product marketable at home and marketable abroad. The new system, inverted totalitarianism, is one that professes the opposite of what, in fact, it is. The United States has become the showcase of how democracy can be managed without appearing to be suppressed.”

Among the factors that have promoted inverted totalitarianism are the practice and psychology of advertising and the rule of “market forces” in many other contexts than markets, continuous technological advances that encourage elaborate fantasies (computer games, virtual avatars, space travel), the penetration of mass media communication and propaganda into every household in the country, and the total co-optation of the universities. Among the commonplace fables of our society are hero worship and tales of individual prowess, eternal youthfulness, beauty through surgery, action measured in nanoseconds, and a dream-laden culture of ever-expanding control and possibility, whose adepts are prone to fantasies because the vast majority have imagination but little scientific knowledge. Masters of this world are masters of images and their manipulation. Wolin reminds us that the image of Adolf Hitler flying to Nuremberg in 1934 that opens Leni Riefenstahl’s classic film “Triumph of the Will” was repeated on May 1, 2003, with President George Bush‘s apparent landing of a Navy warplane on the flight deck of the USS Abraham Lincoln to proclaim “Mission Accomplished” in Iraq.

On inverted totalitarianism’s “self-pacifying” university campuses compared with the usual intellectual turmoil surrounding independent centers of learning, Wolin writes, “Through a combination of governmental contracts, corporate and foundation funds, joint projects involving university and corporate researchers, and wealthy individual donors, universities (especially so-called research universities), intellectuals, scholars, and researchers have been seamlessly integrated into the system. No books burned, no refugee Einsteins. For the first time in the history of American higher education top professors are made wealthy by the system, commanding salaries and perks that a budding CEO might envy.”

The main social sectors promoting and reinforcing this modern Shangri-La are corporate power, which is in charge of managed democracy, and the military-industrial complex, which is in charge of Superpower. The main objectives of managed democracy are to increase the profits of large corporations, dismantle the institutions of social democracy (Social Security, unions, welfare, public health services, public housing and so forth), and roll back the social and political ideals of the New Deal. Its primary tool is privatization. Managed democracy aims at the “selective abdication of governmental responsibility for the well-being of the citizenry” under cover of improving “efficiency” and cost-cutting.

Wolin argues, “The privatization of public services and functions manifests the steady evolution of corporate power into a political form, into an integral, even dominant partner with the state. It marks the transformation of American politics and its political culture from a system in which democratic practices and values were, if not defining, at least major contributing elements, to one where the remaining democratic elements of the state and its populist programs are being systematically dismantled.” This campaign has largely succeeded. “Democracy represented a challenge to the status quo, today it has become adjusted to the status quo.”

One other subordinate task of managed democracy is to keep the citizenry preoccupied with peripheral and/or private conditions of human life so that they fail to focus on the widespread corruption and betrayal of the public trust. In Wolin’s words, “The point about disputes on such topics as the value of sexual abstinence, the role of religious charities in state-funded activities, the question of gay marriage, and the like, is that they are not framed to be resolved. Their political function is to divide the citizenry while obscuring class differences and diverting the voters’ attention from the social and economic concerns of the general populace.” Prominent examples of the elite use of such incidents to divide and inflame the public are the Terri Schiavo case of 2005, in which a brain-dead woman was kept artificially alive, and the 2008 case of women and children living in a polygamous commune in Texas who were allegedly sexually mistreated.

Another elite tactic of managed democracy is to bore the electorate to such an extent that it gradually fails to pay any attention to politics. Wolin perceives, “One method of assuring control is to make electioneering continuous, year-round, saturated with party propaganda, punctuated with the wisdom of kept pundits, bringing a result boring rather than energizing, the kind of civic lassitude on which managed democracy thrives.” The classic example is certainly the nominating contests of the two main American political parties during 2007 and 2008, but the dynastic “competition” between the Bush and Clinton families from 1988 to 2008 is equally relevant. It should be noted that between a half and two-thirds of qualified voters have recently failed to vote, thus making the management of the active electorate far easier. Wolin comments, “Every apathetic citizen is a silent enlistee in the cause of inverted totalitarianism.” It remains to be seen whether an Obama candidacy can reawaken these apathetic voters, but I suspect that Wolin would predict a barrage of corporate media character assassination that would end this possibility.

Managed democracy is a powerful solvent for any vestiges of democracy left in the American political system, but its powers are weak in comparison with those of Superpower. Superpower is the sponsor, defender and manager of American imperialism and militarism, aspects of American government that have always been dominated by elites, enveloped in executive-branch secrecy, and allegedly beyond the ken of ordinary citizens to understand or oversee. Superpower is preoccupied with weapons of mass destruction, clandestine manipulation of foreign policy (sometimes domestic policy, too), military operations, and the fantastic sums of money demanded from the public by the military-industrial complex. (The U.S. military spends more than all other militaries on Earth combined. The official U.S. defense budget for fiscal year 2008 is $623 billion; the next closest national military budget is China’s at $65 billion, according to the Central Intelligence Agency.)

Foreign military operations literally force democracy to change its nature: “In order to cope with the imperial contingencies of foreign war and occupation,” according to Wolin, “democracy will alter its character, not only by assuming new behaviors abroad (e.g., ruthlessness, indifference to suffering, disregard of local norms, the inequalities in ruling a subject population) but also by operating on revised, power-expansive assumptions at home. It will, more often than not, try to manipulate the public rather than engage its members in deliberation. It will demand greater powers and broader discretion in their use (‘state secrets’), a tighter control over society’s resources, more summary methods of justice, and less patience for legalities, opposition, and clamor for socioeconomic reforms.”

Imperialism and democracy are, in Wolin’s terms, literally incompatible, and the ever greater resources devoted to imperialism mean that democracy will inevitably wither and die. He writes, “Imperial politics represents the conquest of domestic politics and the latter’s conversion into a crucial element of inverted totalitarianism. It makes no sense to ask how the democratic citizen could ‘participate’ substantively in imperial politics; hence it is not surprising that the subject of empire is taboo in electoral debates. No major politician or party has so much as publicly remarked on the existence of an American empire.”

From the time of the United States’ founding, its citizens have had a long history of being complicit in the country’s imperial ventures, including its transcontinental expansion at the expense of native Americans, Mexicans and Spanish imperialists. Theodore Roosevelt often commented that Americans were deeply opposed to imperialism because of their successful escape from the British empire but that “expansionism” was in their blood. Over the years, American political analysis has carefully tried to separate the military from imperialism, even though militarism is imperialism’s inescapable accompaniment. The military creates the empire in the first place and is indispensable to its defense, policing and expansion. Wolin observes, “That the patriotic citizen unswervingly supports the military and its huge budgets means that conservatives have succeeded in persuading the public that the military is distinct from the government. Thus the most substantial element of state power is removed from public debate.”

It has taken a long time, but under George W. Bush‘s administration the United States has finally achieved an official ideology of imperial expansion comparable to those of Nazi and Soviet totalitarianisms. In accordance with the National Security Strategy of the United States (allegedly drafted by Condoleezza Rice and proclaimed on Sept. 9, 2002), the United States is now committed to what it calls “preemptive war.” Wolin explains: “Preemptive war entails the projection of power abroad, usually against a far weaker country, comparable say, to the Nazi invasion of Belgium and Holland in 1940. It declares that the United States is justified in striking at another country because of a perceived threat that U.S. power will be weakened, severely damaged, unless it reacts to eliminate the danger before it materializes. Preemptive war is Lebensraum [Hitler's claim that his imperialism was justified by Germany's need for "living room"] for the age of terrorism.” This was, of course, the official excuse for the American aggression against Iraq that began in 2003.

Many analysts, myself included, would conclude that Wolin has made a close to airtight case that the American republic’s days are numbered, but Wolin himself does not agree. Toward the end of his study he produces a wish list of things that should be done to ward off the disaster of inverted totalitarianism: “rolling back the empire, rolling back the practices of managed democracy; returning to the idea and practices of international cooperation rather than the dogmas of globalization and preemptive strikes; restoring and strengthening environmental protections; reinvigorating populist politics; undoing the damage to our system of individual rights; restoring the institutions of an independent judiciary, separation of powers, and checks and balances; reinstating the integrity of the independent regulatory agencies and of scientific advisory processes; reviving representative systems responsive to popular needs for health care, education, guaranteed pensions, and an honorable minimum wage; restoring governmental regulatory authority over the economy; and rolling back the distortions of a tax code that toadies to the wealthy and corporate power.”

Unfortunately, this is more a guide to what has gone wrong than a statement of how to fix it, particularly since Wolin believes that our political system is “shot through with corruption and awash in contributions primarily from wealthy and corporate donors.” It is extremely unlikely that our party apparatus will work to bring the military-industrial complex and the 16 secret intelligence agencies under democratic control. Nonetheless, once the United States has followed the classical totalitarianisms into the dustbin of history, Wolin’s analysis will stand as one of the best discourses on where we went wrong.
