MEMORANDUM FOR THE SECRETARY OF STATE, THE SECRETARY OF ENERGY
SUBJECT: Proposed Agreement for Cooperation Between the Government of the United States of America and the Government of the Socialist Republic of Vietnam Concerning Peaceful Uses of Nuclear Energy
I have considered the proposed Agreement for Cooperation Between the Government of the United States of America and the Government of the Socialist Republic of Vietnam Concerning Peaceful Uses of Nuclear Energy, along with the views, recommendations, and statements of the interested agencies.
I have determined that the performance of the Agreement will promote, and will not constitute an unreasonable risk to, the common defense and security. Pursuant to section 123 b. of the Atomic Energy Act of 1954, as amended (42 U.S.C. 2153(b)), I hereby approve the proposed Agreement and authorize the Secretary of State to arrange for its execution.
The Secretary of State is authorized to publish this determination in the Federal Register.

Insanity can be defined as doing something over and over, and expecting different results each time. Need we say more than Three Mile Island, Chernobyl, Fukushima, the current radiation leak in New Mexico (all too close to home for me)? Circling Russia and China with nuclear weapons will surely backfire!
Will the US ever be held accountable for its holocaust of hellfire and hyper-lethal diabolisms that were inflicted on this most ancient civilization?
When that judgment is finally delivered, what will be the ruling?
I don’t think we’ll live that long to ever see this happening. I just can’t understand that Vietnam, after all the horrors it experienced at the hands of the US, would even consider dealing with this country. The same lies and deceptions out of Washington, and not just Obama, over and over. Nauseating.
I suppose it may have something to do with Buddhist acceptance, non-attachment.
The best film I’ve ever seen about this supreme & enduring atrocity is Clay Claiborne’s American Holocaust. One day the world will catch up with itself and stop apologizing for raising objections to the mandatory infliction of US corporate pain.
