Noam Chomsky is the 2012 recipient of NACLA’s Latin America Peace and Justice Award for his ongoing commitment to social justice in the Americas. The son of Eastern European immigrants, Noam Chomsky is a professor emeritus at the Massachusetts Institute of Technology, and a long time friend and supporter of NACLA. His book Turning the Tide: U.S. Intervention in Central America and the struggle for Peace (South End Press, 1985) helped a generation of scholars, activists, and concerned citizens think about the regions different conflicts – in El Salvador, Nicaragua, and Guatemala – as interlocking parts of a single crisis that revealed how the United States had a direct and enduring effect on political and economic policies in the hemisphere.

The Pentagon announced on April 23 that Defense Secretary Leon Panetta has begun a trip to South America, arriving in Colombia as part of a three-nation tour that will also take him to Brazil and Chile.

It is his first visit to the continent as Pentagon chief, though he has visited often in other capacities, including as director of the Central Intelligence Agency. Panetta’s meetings with top government and military officials in the three nations will follow those of America’s top military officer, chairman of the Joint Chiefs of Staff General Martin Dempsey, to Colombia and Brazil late last month.

DemocracyNow.org – Journalist Seymour Hersh has revealed that the Bush administration secretly trained an Iranian opposition group on the State Department’s list of foreign terrorists. Hersh reports the U.S. Joint Special Operations Command trained operatives from Mujahideen-e-Khalq, or MEK, at a secret site in Nevada beginning in 2005. According to Hersh, MEK members were trained in intercepting communications, cryptography, weaponry and small unit tactics at the Nevada site up until President Obama took office. The MEK has been listed as a foreign terrorist groups since 1997 and is linked to a number of attacks, spanning from the murders of six U.S. citizens in the 1970s to the recent wave of assassinations targeting Iranian nuclear scientists. Hersh also discusses the role of Israeli intelligence and notes the Obama administration knew about the training, “because they have access to what was going on in the previous administration in this area, in terms of the MEK, in terms of operations inside Iran.” His new report for The New Yorker blog, “Our Men in Iran?,” comes as nuclear talks are set to resume this week between Iran and the International Atomic Energy Agency.

Political Power and the World Market

For hundreds of thousands of people, decent, hurricane-resistant housing is a chimera. Despite the billions given to relief agencies, Carrefour camp-dwellers pay a monthly “tax” just to stay there; 1.3 million people are still internally displaced. An estimated 8,000 displaced persons have been forcibly evicted. If there were a functioning, democratic Haitian state, it could use eminent domain on behalf of the affected population to secure land for permanent housing.

It’s no fun being on Washington’s enemies list. Just ask Hugo Chavez. Last week, the Venezuelan president had to cancel a trip to Cuba after he was told that a coup was underway and his life was in danger. The information came from an anonymous source who had delivered a similar warning prior to the failed coup in 2002. The letter said: “The execution phase is accelerating..… There is an agreement between Colombia and the US with two objectives: one is Mauricio and the other is the overthrow of the government.… They will hunt down ‘Mauricio’ (and) try to neutralize part of the Armed Forces.” (“Venezuela Pushes for Peace”, Coral Wynter, Green Left News)

“Mauricio” is Chavez’s codename. Whoever is behind the coup, wants to kill Chavez.

On July 29, the leaders of the 12 countries belonging to the Union of the Southern Nations (Unasur) held an emergency meeting in Quito, Ecuador, to discuss the crisis between Venezuela and Colombia.

This was due to the actions of the Colombian ambassador to the Organisation of American States (OAS), Luis Alfonso Hoyes. He called an urgent meeting of the member countries in Washington on July 22 to complain that Venezuela was harbouring terrorists and terrorist training camps on Venezuelan territory for the Colombian rebel groups the Revolutionary Armed Forces of Colombia (FARC) and the National Liberation Army (ELN).

Colombian President Alvaro Uribe maintained that because of this, the terrorists were kidnapping and killing Colombian citizens.

The United States has many fences in Latin America that need mending.  You can see by the attention the U.S. is paying to Costa Rica, Colombia and Panama that the government in Washington is keenly aware of this and is responding in the only way it knows how to respond…militarily. This is the only response that America knows. Not that it hasn’t worked, since the end of World War II, the United States has been involved in overthrowing a government in every nation in Latin America, some more than once. There has been more than one career spent in American clandestine organizations participating in regime changes from start to finish. By now the United States should have it down to a fine art. In fact, Americans thought that they had the formula for regime change down to a fine science until 2002 when they attempted to overthrow Hugo Chavez in Venezuela, there things went horribly wrong. The people there suddenly decided for themselves that they didn’t want any part of the right-wing government about to be forced upon them and marched Chavez back to the Palace and reinstalled him.

The United States seems to be rushing into potential confrontations all over the globe. When the voters rejected the policies of George W. Bush by voting for Barack Obama, many people thought that this country would find a way to communicate with the rest of the World instead of deploying soldiers and weapons of war. Clearly this has not been the case. The United States of America has turned this planet into a playground for the Pentagon and we have seen an influx of soldiers and materials for waging war filling the airfields of Colombia, Costa Rica, Afghanistan, Poland and scores of other nations that have allowed their nations to be forward operating areas for this American Empire.
