Liberalism, particularly the type of liberalism from after World War II, has advertised itself as the only alternative to chaos and barbarism. As Henry Kissinger said in order to rationalize helping the side of the liberal geopolitical bloc:

As this year’s economic crisis has developed, the U.S.-centered corporatocracy has desperately been trying to maintain the illusion of growth, or at the least the illusion that the current contraction is sure to end and things will return to normal. But as unemployment claims in the U.S. have continued to rise, and factors like the cold war with China have thrown the NATO countries into further economic chaos, it’s become clear that the stock market has been overly optimistic about a coming recovery. Market Watch wrote last month that “The rebound will be much more gradual than the V-shaped pattern investors are betting on.”

The high-tech sector, along with the U.S. national security state that it partners with, have lately been pushing the idea of upgrading society into a futuristic technological structure that makes life far more convenient. Last year the National Security Commission on Artificial Intelligence, an organization created in 2018 to further the partnership between U.S. intelligence agencies and tech plutocrats, articulated this vision in a document. It called for a near future where the country’s “legacy systems” are replaced with a new paradigm of infrastructure, one that allows for self-driving cars, total home delivery in alternative to retail, and home appliances that can connect to an “internet of things.”

Covid-19 has brought about the era of biopolitics, an era that will continue for the foreseeable future. This is because the virus is far from being defeated; a resurgence of it is likely to happen this fall, and the neoliberal world’s refusal to sacrifice business for public health is sure to perpetuate the pandemic for as long as neoliberalism exists. Biopolitics is also here to stay because we’ve reached a point in the climate crisis where global weather patterns are much more compatible with viruses than they used to be. More viruses are going to appear in the coming years with increasing ferocity, which will necessitate an irreversible series of changes to how society functions.
“You have this completely clueless, out of touch elite amassing more and more power and making decisions that are deeply destructive to the state but ultimately I think self-destructive. So I don’t see them stopping, I don’t see them responding in a rational way and I think that the country is headed for some very serious unrest.” — Chris Hedges

The ruling class has more class consciousness than the lower classes do. They’re the ones who have to manage the relationship between the classes, and to keep this relationship in balance so that revolution is prevented. This makes them especially equipped to engage in what Marxists call dialectics—the practice of assessing material factors and opposing social forces. With this ability, they can adapt the power structure to be able to best respond to whatever threatens their interests.

The power structure that now dominates the globe is a logical extension of the project for colonizing Africa, Oceania, and the Americas that the European imperialist powers began over five centuries ago. From the start of this project, it’s been a constant rule for those in the colonizing powers that one’s society is at war with a weaker enemy. The indigenous people, who have been portrayed as not capable of running things, have had to be brought under the colonial boot according to the ideology of imperial conquest. And in accordance with the global rise of capitalism that colonialism precipitated, the same dynamic of subjugation has existed between the poor and the rich.

The American ruling class decided that it would be necessary to start a 21st century cold war with Russia and China when it became apparent that U.S. global hegemony was being replaced by a multipolar world. And even before this new level of warfare became the priority, it was apparent that a long-term era of tensions between great powers would require much greater government control over information than was previously the case.

“Nothing appears more surprising to those who consider human affairs with a philosophical eye, than the easiness with which the many are governed by the few; and the implicit submission, with which men resign their own sentiments and passions to those of their rulers.” — David Hume, “Of the First Principles of Government”, 1768.
